Due bande politiche si contendono il governo della regione sarda, entrambe capeggiate da borghesi: quella di Cappellacci e l’altra di R. Soru. La prima si fonda sulla borghesia sarda vera e propria. L’altra, quella di Soru, si fonda su quelle che erano le tradizionali bureaucracies of the labor movement in Sardinia.
